Auditor General Baffled: 3 Sakaja Employees, 1 Bank Account
The Nairobi County Government, under the leadership of Johnson Sakaja, has been flagged for financial irregularities by the Office of the Auditor General, led by Nancy Gathungu.
In a comprehensive 500-page report, the auditor revealed several discrepancies, including an instance where three employees shared a bank account for salary disbursement.
It was one of the 15 anomalies highlighted by Gathungu’s office. Additionally, the hiring of individuals over 50 years old on permanent and pensionable terms was scrutinized.
According to the report, “Review of the payroll for the year under review revealed that three employees shared one bank account.”
It also noted that “two officers were employed on permanent and pensionable terms while their age was over and above fifty years.”
Furthermore, the county was criticized for overpaying 178 employees double the allowances they were entitled to.
This mismanagement led to a loss of Ksh15,423,116, and four individuals were found to be active on the payroll without receiving salaries.
An analysis of payroll earnings disclosed that twenty-six officers on monthly gross pay received additional allowances totaling Ksh17,584,187, including basic pay, rental, house supplementation, and service gratuity.
Moreover, thirty-four officers on special salary were paid basic salary, as per the report.
The audit revealed a failure by the Nairobi County Government to remit Pay As You Earn (PAYE) deductions from 393 officers.
These employees were not categorized under People with Disabilities, resulting in a total earning of Kshs.52,580,701 without tax deductions.
Contrary to constitutional mandates, a review of the payroll showed that thirty-four employees received Ksh2.7 million in excess allowances for a job group they did not belong to.
Additionally, 252 officers were found to be earning net salaries less than a third of their basic pay, violating regulations limiting salary commitments to two-thirds of basic salaries.
