“Kenya is a 3rd World Country. They Can’t Even Keep Nairobi Safe” – Former US Envoy on Haiti
Daniel Foote, the former US special envoy to Haiti, has expressed concern about the deployment of Kenyan troops to combat gangs in Haiti, stating his belief that the operation is destined for failure.
In an interview with Aljazeera, the ambassador emphasised the urgent need for improved assistance in Haiti, describing Kenya as a developing country lacking the capability to effectively carry out the mission.
“You can’t ask Kenya to lead the operation, they can’t keep Nairobi safe,” Foote stated.
Foote emphasised that countries like Bangladesh, Barbados, and Chad have successfully used this method to generate significant revenue. Foote also advocated for more influential nations to take the lead in this effort.
“Any intervention needs to be led by a country that can lead police and security capacity, not an unproven third-world country,” he stated.
Foote, the special envoy to Haiti following the president’s assassination, elucidated the precarious security situation in the Caribbean nation, highlighting the peril faced by the former Prime Minister within his own country.
“At this point, the United States international community has rushed to Haiti several times, and each time they have failed to stabilise the country,” he stated.
Prime Minister Ariel Henry of Haiti resigned on March 11th after a crisis meeting with the 15-member regional bloc known as the Caribbean Community.
“We acknowledge his resignation upon the establishment of a transitional Presidential Council and naming of an interim prime minister,” the president of Guyana and chairman of CARICOM Mohammed Irfaan Ali stated.
“I think we can all agree that Haiti is on the brink of disaster. We must take quick and decisive action here in this room to bring the situation under control and to return the country to the Haitian people,” Irfaan added.
After Henry’s retirement, US Secretary of State Antony Blinken declared an additional Ksh14 billion donation towards the cause. He also mentioned the establishment of a presidential college to prevent any political vacuum.
“The college will take concrete steps to meet the needs of Haitian people and enable the pending deployment of the multinational force to be led by Kenya,” Blinken stated.
