Kisii Deputy Governer Robert Monda Impeached at Senate
The Senate has voted to impeach Kisii Deputy Governor Robert Monda.
Monda was ousted from his position on Thursday following a majority vote by Senators to sustain the four allegations brought against him by the members of the Kisii County Assembly.
He is the first deputy governor to face impeachment since the inception of devolution in Kenya in 2013.
However, he is the second DG whose case has been decided by the Senate, following Siaya’s William Oduol.
Monda was charged with flagrant infringement of the Constitution and law, misuse of authority, egregious misbehaviour, and offences under domestic legislation.
“The result of the division indicates that the senators have upheld the following impeachment charges; gross violation of the constitution and any other law, abuse of office, gross misconduct and crimes under national law.”
“Pursuant to article 181 of the Constitution, section 33 (7) of the County Government’s Act and standing order 86 of the Senate standing orders, the senate has resolved to remove from office by impeachment Dr Robert Monda, the Deputy Governor of Kisii County and the deputy governor therefore ceases to hold office,” Senate Speaker Amason Kingi said.
On the initial and subsequent tallies, 39 senators supported his expulsion from office, while three opposed it and one abstained.
During the third count, 35 senators supported the removal of Monda, while seven opposed it and one abstained.
According to the latest tally, 32 senators supported his dismissal, 10 opposed it, and one abstained.
The Kisii deputy governor previously refuted all the allegations made against him.
The Kisii County Assembly has alleged that the deputy governor engaged in bribery by soliciting a sum of Sh800,000 from a local. The purpose of this bribe was to acquire a position for the deputy governor’s son.
“By virtue of the deputy governor requesting and receiving a bribe of Sh800,00 he is in breach of the provisions of Article 232 which obligates public officers to observe the values and principles of public service, ” the charges read.
The MCAs alleged that Monda utilised his position to force and coerce his family into hiding, due to fear for their safety, which is in violation of section 34 of the Integrity Act, 2012.
According to reports, Monda has consistently redirected county enforcement officers away from their assigned tasks to work for his company.
The Director General (DG) was impeached by Members of the Kisii County Assembly on Thursday, February 29, following a vote of 53 members in favour of the motion for removal.
