MP Osoro Locked Out Of Kisii Deputy Governor Robert Monda’s Impeachment Hearing
Silvanus Osoro, the Member of Parliament for South Mugirango, has been prohibited from acting as the legal representative for Kisii Deputy Governor Robert Monda during his impeachment trial in the Senate.
During the preliminary hearing, Senate Speaker Amason Kingi made a verdict on Wednesday, March 13, stating that Osoro, who was representing the Kisii DG, was involved in a conflict of interest.
He observed that the responsibility of Parliament in safeguarding the Constitution coincides with the supervision of county officials.
“The Senate can properly take judicial notice of the fact that the honorable Osoro is a member of parliament representing a constituency in Kisii County and a leader both in the county and the national level holding a senior leadership position in Parliament and article 93 of the Constitution, Parliament consists of the National Assembly and the Senate and although the National Assembly and the Senate are required to perform their respective functions in accordance with the Constitution it is the role of parliament to protect the Constitution and promote Democratic governance of the Republic,” Kingi stated.
The Senate Speaker instructed Osoro to remove himself from DG Monda’s legal team in order to respect constitutional principles and ensure impartiality.
Monda is facing allegations of flagrant infringement of the law, flagrant misconduct, and misuse of authority.
According to reports, the Deputy Governor of Kisii is accused of requesting a bribe of Sh800,000 from Dennis Mokaya and his family. The bribe was supposedly in exchange for gaining a job as the commercial manager of Gusii Water and Sanitation Company (GWASCO).
Monda’s unsuccessful endeavours to obtain the post compelled Mokaya to lodge grievances at the Kisii County Assembly and the Ethics and Anti-Corruption Commission.
