Sakaja Under Fire Over Corruption Allegations at City Hall

Nairobi Governor Johnson Sakaja is under heavy scrutiny after Auditor General Nancy Gathungu discovered financial irregularities.

Gathungu’s report reveals over Sh20 billion in irregular and questionable spending in Nairobi City County for the period ending June 2023, suggesting systemic failures in accounting for expenditures.

The report reveals double salary and allowance payments, irregular payments, and unexplained expenditures.


It indicates that three county employees share a bank account, while others are active on the payroll without receiving salaries.

Moreover, two employees were employed on permanent and pensionable terms despite being over 50 years old. These findings are significant amidst the county’s staggering debt of over Sh100 billion, including legal fees and stalled projects.

The report also uncovers discrepancies in the payroll, with some employees receiving leave allowances twice and others receiving allowances that couldn’t be justified, potentially leading to significant losses of public funds.

Furthermore, the county’s failure to remit statutory deductions on time has resulted in penalties and fines.

Regarding scholarships and bursaries, the report highlights instances where beneficiaries came from different counties or private primary schools, contrary to regulations.

The report also raises concerns about the county’s lack of control over its automated revenue collection system, which could potentially risk revenue losses.

Asset acquisition, procurement, and payments flag massive irregularities, including unsupported payments, irregular procurements, and payments for goods untraceable to store records.

Governor Sakaja’s administration is under increasing pressure to solve these issues and restore public trust in the county’s financial management.
