The security infrastructure at Parliament relies on a complex system involving various security personnel from different formations.
Among them, officers from the sergeant at arms office stand out, managing both physical and ceremonial security protocols for key figures like the speaker, members, the clerk, and other staff of the National Assembly.
Reportedly, this security setup involves not only the sergeant at arms but also regular police officers in uniform and plain clothes, accompanied by personal bodyguards and informal security aides.
According to sources, the lack of a centralized command structure among the different security outfits at Parliament has led to operational inefficiencies.
Charlie Bravo I states, “The current security setup involves multi-agency teams, including the sergeant at arms in both houses, National Assembly and Senate. Additionally, we have an in-house parliament security and safety team.”
Moreover, Charlie Bravo II highlights the disjointed nature of operations, stating, “There’s no clear leadership command, meaning in case of an incident, there won’t be anyone to provide immediate direction because everyone is focused on their own units.”
The sources also raise concerns about the excessive deployment of security personnel and the presence of what they term as “ghost workers.”
Furthermore, irregularities in the security payroll, including payments to deceased officers and those transferred out, have been exposed.
The whistleblowers point out discrepancies in the allocation of allowances, including those for the dog section, where they allege the presence of “ghost” dogs and handlers.
They emphasize that unless these issues are addressed, security challenges will persist, even with the transition to new offices for parliamentarians.
Efforts to obtain comments from relevant authorities, including the Speaker of the National Assembly and the Director of the Parliamentary Joint Services, were unsuccessful.
The whistleblowers stress the urgency of resolving these issues to ensure effective security measures within Parliament.
